Update:

After spending 3 hours trying to get my OBD2 1.5v to work with the recommended chipsets I gave up. I bought 4 more OBD2 sensors with different descriptions and sellers. I finally got one too work, it was listed on eBay for 12$ with a title:

USB ELM327 V1.4 Plastic OBDII EOBD CANBUS ELM 327 Scanner

I am now able to get communication with all sub systems and the vin #.

I am now waiting for Melcodiag license.

I just ordered the set from London that's verified to work, so I wouldn't have to do that. Wasnt to bad like 40 bucks, at lonelec.

Had your information been out 4 days ago, I would have followed your advise/ebaylink.

Only hiccups I had was getting port/com to show in device manager. Had to add it manually and make sure when it does show it says USB in the description when plugged in.

On my windows 10 machine it was all manual set up.

On my windows 8.1 laptop I had to do recent updates and only after was it automatic. before the updates it was being a pain in the butt.

Its not about the money, its about the time. Ordering overseas vs local.

Good thing about lonelec is you will get the correct chips.

But none of that matters JP is on vacation? anyway and his site has been dead for a week with no sight of him.

Still no Lic here.

Yeah if JP doesn't respond within a day or so means he is gone away so keep trying he usually responds fast.

Thanks Mick. Ya last week I sent him an email and he was right back.

A little anxious to get the damned oil service light that's been on for 5 years off LOL
