For bottoms - bolts too tight?

Hi all.

Giving the bike a good once over to order a load of new parts (already spent 509, have a fair chunk more to order!) and noticed the fork bottoms are really tight. Is this normal?

Looks too tight for me.
19nm for Ohlins M8 I think
Be careful undoing it, wouldn't want to shear that puppy off.
