Of course. The whole idea is that you upshift without closing the throttle, and downshift with the throttle closed, anything else doesn't make much sense.

If you are used to changing without a clutch, on upshifts you close the throttle and blip the engine to match revs, on downshifts you do the same. With a quick shift you don't have to close the throttle or blip it, and the ECU blips the throttle on down shifts for you.
