Bolt on Shift Rod Seized?

My 2016 1299s is in the shop, and they're telling me that the "bolt on the counter shaft shift rod is seized" and it will take 2 labor hours to repair.

And that this is "fairly common on these bolts due to the lock tight used by Ducati."

This makes no sense to me. Has anyone experience this "fairly common" issue? Is the shop being shady?

looks like it sheared off completely. the question is how are they going to get to it to drill it out?
