Tachometer acting crazy!

I just got a 2000 900ss I.e..
And the tach is not working ....when I start the bike it immediately jumps to 3.5k
When I start the bike the tach goes to 3.5 k...if I give it throttle it goes to 4K and never goes beyond, but when I go over I go over 80 to 100 mph it goes backwards ...as I give throttle the tach DROPS DOWN with the more throttle I give it ! Like itís backwards, and if I let off the throttle it goes back to 4K.....the more throttle I give it the LOWER it goes....like down to 1k....itís acting backwards once I go over a certain speed, or maybe itís the gear Iím in ...not sure which butthey go hand and hand ? Anyone ever seen this? Could a wrong wiring or bad contacts do this?
I did a charge test and itís good...around 13.5 v when I give throttle .....I did a leak test on the system and I get a reading of .7 Ma when the manual says it should not exceed .1ma or it could be a sign of a short.....
Itís like the needle is stuck at 4K and below....it dips to 3.5 wh. I let off throttle but never ever goes past 4K........when I get my day off soon I can do more deeper checks,,any suggestions or similar experiences? Thank you

Also...

I noticed at red lights it seems to be running on one cylinder....and I here that bub bub bub normal chug on and off....when the bike is really rode for a hour it’s a bit better but still sounds like it....instead of a steady , bub bub bub bub bub....it’s like “ bub....bub....bub....,bub bub bub....bub bub.”.hard to put in words...ha ha ...my first ducati and my tac is not working so I really don’t know what a normal idle sound is and at what rpm I am at ...
If I turn my “choke “ up it sound s fine and even....I gotta change plugs since I just bought it but I mean otherwise it runs great...so it seems thanks!
