I leave all four straps on and cut mine to the length I wanted. I reinforced the bolts with stainless steel washers and used a hot knife to cut the straps and it all worked well. I have size 20 and size 10 kriega that i have packed full and it held on fine. I did reinforce with a couple of Ocky straps to keep it tight.
