1199 ECU programing to new keys

I recently purchased a 2013 1199 panigale. the bike was stripped of the ecu, keys and BBS. I have purchased a new lock set and a BBS. my question is, is there a way of programming new keys to a used ECU( as there are lots around) without having the original keys to that ECU? the bike is at the dealership now but I have to been able to find anybody who knows how or has done it and they are unsure if they can do it without the original keys to a used ECU.

Call Chad at SOS Diagnostic. If there's a solution he'll know it

That's to replace dash and ignition. SOS can reprogram what he has.

That's what the dealer will quote you to replace everything.

I had only one original keep with my SF. Sent it to chad and $90 later had 2 extra programmed keys.
Thanks from Italianonegro
