Body Panel Foam Padding

I did a search and couldn't find anything about foam padding, so I'm sorry if this has already been discussed.

Anyway, my wife backed into my 996 and tipped it over. Luckily the damage wasn't too bad. I did have to purchase a right lower body panel as well as a clutch cover and brake pedal.

I noticed that the old piece had a piece of black spongy foam padding in it. The new piece doesn't. When I asked the folks at Pro Italia about it they suggested that I use a heat gun to take the foam off of the old panel and then glue it on to the new one.

So my questions are:
  1. What's the purpose of this piece? Heat protection for the panel?
  2. Is it necessary? If so, can anyone who has done this give me some pointers?
