With added power one should want the upgrade suspension to go with it.
The weak link is not the power.
Lots of advice with no knowledge of how he rides. Does he track the bike, just street etc. this debate comes down to which gives you a bigger thrill, tracking the bike for lap times or feeling brutal acceleration and mid range torque? Answer that question.
BTW, somebody says he's faster on the track with the 1299. It will be a very rare rider who will be able to use all the power on the track to improve lap times and it will only matter if you race competitively. One second a lap is big if you are racing competitively. But one second a lap doesn't much change the thrill doing track days.
If you don't believe me, study track times for liter bikes versus 600's. Most riders will be within one second per lap on a 600 despite having 40 less horsepower.
BTW, the answer to me is a no brainier. Go with the 1299. I don't believe in buying yesterday's technology.
Although i agree somewhat what you are saying but it really depends on the track you are on. On the tighter tracks most 600's can carry more corner speed and more drive out of the corner without spinning the rear or wheeling out of the corners. The exception is todays technology and lighter liter bikes, well at least the Panigale with its light weight. On my 1199 I can carry more corner speed than I did on my R6 because it is lighter and has a wider rear tire than my R6, and TC, although on the corner exits the r-6 was planted and the 1199 wanted to wheelie all over the place but the difference on my lap times was 3 sec between the two. I expect to even better that time with 1299 with wheelie control coming out of the corners (I haven't taken the 1299 to the track yet). At Big Willow which is a 2.5 mile fast track, one of the fastest tracks in the US there is no comparison between the R6 and my 1199 and at Big Willow you could exploit every ounce of HP.
If you look at WSBK the Fastest lap Q times between Superbike and SuperSport it was almost 6 sec difference on the last race. In the old days I would agree but with todays technology its faster than 1 sec. The electronics do help with us mere mortals to exploit the powers of the liter bike like it was meant to do. Im not sure if its very rare for the track junkies/club racers to exploit the power maybe to a every so often "for fun" track person it is.
i wouldnt call the the Base 's suspension a weak link, sure Ohlin is better, but keep in mind the S doesnt have the top shelf Ohlin, they are better, but by a small margin, this translate to a more compliant ride on the street,
on the track, i doubt that you can have the advantage on the S over the Base
