When I'm moving the bike out the garage and generally around off it,
The brake pads are lightly scraping the discs, is this normal or should they not touch at all?
Indeed normal, but a good check for 'how much' is to lift the wheel of the ground and turn the wheel. If it runs or more than 1 turn, it's ok otherwise maybe the calipers aren't alligned.
