Ducati 848 evo corse problem

It's hard to know what's going on in the video since the viewer doesn't know what your throttle input is. When in gear is it limited to 6k while in neutral it will rev up?

it works fine all rpm range and in neutral , no check engine light , as I ride at some point it boggs , loses power , lights fliker\shut off and turn on immediately after .
