Having Starting issues when battery voltage below 13V

By not start are you not able to crank it over or will it crank but not fire up?
 
I read through the other thread and have a couple of thoughts.

I noticed the bike had been sitting, how old is the fuel in the bike?

The dash voltage display seems off. My dash shows 12.1v on my battery but my multimeter shows 13.1v directly on the terminals. My battery is dying and was the OEM Yuasa, my bike is new in 2016. So I would confirm your voltages with a multimeter at the battery.

Check the charging system, pretty easy just check voltage at battery with bike running, should be over 14v.

Thats where I’d start. Then I’d consider modifications I may have done ( air filter, exhaust, mapping etc.)
 
Did all that. Measuring them at battery. All checked out. Ran through 4 tanks of gas so far. Narrowed down to the 13V threshold
