Noticed This On Throttle-Side of Handlebar

Noticed this on my V4R over the weekend:

You can see that round hard plastic flange to the left of the rubber grip flange --- it slides left/right and can be rotated around the throttle bar tube. Does that part belong there or does it belong tucked under the rubber grip flange? If it is where it belongs, what purpose does it serve?
 
This eliminates the risk of the rubber grip sticking to the throttle housing keeping the throttle on.
 
That's just the throttle tube - standard on every bike. Your throttle grip should rotate with it

no its not, its floating on the throttle tube for the reasons I mentioned above. Throttle on the 23-24 V4R is different from 19-20

It just seems like there is so much space between the throttle housing and the flange end of the rubber grip, that I don't see how they would/could ever make contact.
 
Ok maybe get rid of it and ride a 200hp motorcycle around and hope the throttle never is stuck open.

Well I doubt any 2020 riders have wrecked because of a "stuck" throttle. Seems a bit excessive, like the spacer on the other side of the handle bar for the lights/controls, but some folks need training wheels I guess.
 
ok well you still dont understand that your throttle is not the same as the one this guy is talking about
 
The newest V4R has a different throttle than all of the previous Panigales. Hopefully, it’s something that makes it into subsequent bikes.

If the OP doesn’t like the gap, just work the throttle grip to the left.
 
Shorter throw, heavier return spring. I’ve read it feels like the aftermarket quick action. Plug is different.
