What does this mean?
"In addition it has dedicated steering offset geometry which advances the front axle by 5 mm compared to the 1299 Panigale and the 1299 Panigale S (with relative increment of the wheelbase distance from 1,437 mm to 1,442 mm), in order to further increase stability particularly in conditions of extreme track riding or racing."

..and can I retro fit it to my '12R?
 
No, no, I know what "rake" and "wheelbase" means.
I want to know how it is accomplished on the "R"? Are there parts that I can get to make the adjustments?
For example, I have the kit to change the rake from 24.5 deg. to 24 by different steering bearing caps and seals.

There's a rake kit. If I recall correctly it came in the box with the newer 1199R (think 2014) models.

I have a '14 "R" and don't know if this came on my bike already. It was not in the box of goodies I got with the bike?

This sounds like Ducati pushed the front axle forward to reduce trail. They could do it either with a longer front axle clamp on the fork lowers or use fork triple clamps that have a different offset.

Between making the head angle half a degree steeper and pushing the front axle forward 5mm, the '15 R must be one twitchy bike.

I guess we need to see some part numbers for the triple clamps between the 1299S and R. If they are the same, someone then needs to measure the axle clamps on both an S and R to see if that's where the 5mm offset is.
