If you want to measure from the centre of the rear axle, R&G sell the spindle for their single sided paddock stands separately. They're about £20 and perfect for the job.
Obviously, you can measure to the edge of the axle, but this gives a nice constant point.
I'm making a ride height and wheelbase tool, if it turns out OK, I'll post some pictures.
