"Rim Tape" is technically correct as the "Rim" is a part of the wheel where the tape is applied.  Also know as Rim flange and Outboard/Inboard flange.  It would be incorrect to say "I need a new set of Rims".  But "Rim Tape" is ok.  Just say'n
