Question, are stoptech rotors smaller than OEM?

An eBay ad caught my eye with stoptech rotors installed and the spacer is in front of screw rather in front of caliper.

Wondering if the size spec of rotor is different?

I think you mean "Braketech" rotors.
The correct rotors for the V4 are the same as factory 330 mm.
 
Brake Tech make both 330mm rotors (same size as stock) and 320mm rotors which are smaller them stock and would require you to remove the spacers (or put them under the bolts).
 
Mass centralization reduces the gyroscopic effect, which makes for quicker steering. Smaller rotors also provides less unsprung weight.
 
I believe the actual braking surface/ rotor is thicker as well. The OEM rotor is 5 mm. Brembo T drive and Braketech Axis Iron rotors can be up to 6mm depending on the specific rotors.

And on the same webpage (link and also copy and paste below), Braketech stated the reason (I use bold and larger fonts for the sentence explaining the reason) why they offer in 320mm size:

You know...taking front wheel off was a pain last time when I was trying to clear caliper. That 10mm would of help.

Not sure I like the trade off thou.

Braketech already thought that their customer will have this dilemma on whether to go with 330mm or 320mm and their answer is below (copy and paste from the same webpage):

From our point of view, if you can deal with the mechanical issues relative to the larger diameter rotors (getting the calipers on and off quickly, etc.), you’ll end up with more powerful brakes as described above. No doubt that’s why Ducati opted for the 330’s starting with the ground breaking 1098 on through to their latest Superbike, the Panigale V-4.

No, I wouldn't, because the difference would be very marginal, and I do not possess the level of skill required to have any benefit from it. I do believe that it is something that is taken into account at higher levels of racing though, when chasing hundredths.
