Does this make the 1199 up and down QS or is it designed for only up still? Having a hard time finding info.

It does not give the 1199 autoblip. For 1199 it will only be for upshift.

Swan is correct. You need an additonal unit to perform a clutchless "downshift". While the Translogic allows you to use a quickshift function in either the standard 1 down 5 up-shift pattern of GP 1 up 5 down up-shift pattern, it will not blip the rpm's needed to downshift back to 1st gear.
