I mean the usb cable, and I guess the software license? or you know any cheap way of getting that working for tuning?

I don't think users can transfer software keys for Tuneboy.

Yes you can, you need to contact Wayne with proper info from original owner and wait for stars to align to get an answer and go from there…

Since it involves contacting them I excluded it as a possibility. 
The key to unlock your ecu is unique to your ecu, and you need a wifi connection so when you run the software, it verify’s it’s you, at least for the 1st time.
Anyway, anyone with a Panigale cable can lend you their cable, you can download the software and tunes, but you need the key that was originally purchased, or you need to buy the key from Tuneboy.
