Your state is going to tell you if mirrors are required or not. I've seen lights like that before but the owners also converted to bar end mirrors. Personally I couldn't imagine rolling around without somne kind of mirrors. I always use them (along with actually turning my head to look if I'm changing lanes). If they're anything like my NRC FE kit then I'd say they'll be nice and bright.
 
i have the NRC tail lights and it is suffice, i looked up SC code for mirrors and it says i need one.... well i am 6Ft. and i have long arms and all i ever see is elbows, even worse with my jacket on then all i see is leather pads.

i wonder if i would get pulled over for not having mirrors.

You will get pulled over without mirrors. Mirrors on most bikes are hard to see on, but at least if you move your body away it is better than looking over your shoulder when you should be paying attention to what's in front of you also.

I had the new rage front and they were visible. You will need some kind of mirrors to avoid getting a ticket.
