Unknown bolt

I decided to pull the bodywork off of my new to me 1199. I wanted to check the bike over, remove the charcoal cannister, and I also wanted to install a BMC air filter.
As I put everything back together, I can't find the correct spot for this bolt. The shoulder is taller than the other bolts I've seen on the bike. Anywhere I try to put it, the shoulder it to tall to properly hold any panel I try to insert it into.

Do any of you recognize it?

one of the 3 bolts that holds the lower part of the fairing. I believe it's the forward one that goes through both lower parts and into the fan duct plate
 
Turbolag, you were right, that is exactly where it goes. I didn't consider that spot since it didn't have a washer on it...must have swapped the washer to the wrong bolt.

the 3 bolts on the underside do not get a washer.
 
From what I saw, any bolt that touches a painted surface has a washer. The front is a painted surface, the 2 rears are into a molded black surface

Mine never had washers so I guess I need to get one for the front then
 
The bolt I pictured is number 8, the washer is number 9
