New OEM fan (8292A342A) is only $108 and sounds like it would sort you out. A failing fan seems a likely culprit for high current draw

@Fishdicks Im currently TDY, when I get back home I will troubleshoot the fan more. 2nd battery wasn't killed. Had it tested both voltage and cell, came back 100% healthy. Problem is definitely with the fan as riding with the fan disconnected for over 3 hours while letting the bike get over 217 F (temp the bbs kicks the fan on, also when the bike would start discharging).
