I have Ducati Panigale V4S and engine Rpm can't over 3000Rpm. Everyone has the same problem with me ?
 
ya its common...MAP sensors...you can get them cheap on amazon..no need for $100 ducati part, buy a couple.

Not sure what you mean "so bike engine warning light go up"

If you cannot rev past 3K rpm, it is likely a failed MAP sensor. A failed map sensor will do exactly as you describe.
If you drive the bike, and it feels like it has no power when you go full throttle, or stops in the RPM range (like what you describe in neutral), this is also a classic failed MAP sensor.

if you have removed tank, or had it serviced, or some other change point please let us know...if no human involvement and this problem came up out of no where...then replace the MAP sensors dude

For each bike mode there is a specific software put on the bike depending on the region that it is sent to. This is done to fulfill the local legal requirements. In some Asian countries there is a strong noise limit at standstill that can only be achieved by limiting the engine speed in neutral.
