Panigale steering stem nut torque procedure question

The service manual is not clear on this point.Is the front end suspended in the air when torqueing the stem nut?or is it sitting on the ground? I have a bursig lift so it's no problem to lift the bike up if needed.

Is the AllBalls bearing kits the best to use when bearings need replaced?
 
If its already bedded in and youre just checking preload then weight on or off is fine, but you also need to check they rotate freely without play with the weight off.
