Problems with clutch slave cylinder after overhaul

So I replaced the seals For the slave cylinder of the clutch on a 2000 Ducati 900 SS . Put it back together I filled the master cylinder reservoir with fluid and I cannot get it to pump through. No matter what I tried . Tested master cylinder , it’s fine. The seals on the slave piston are fine , I’m pulling clutch handle , opening bleed valve , close it . IT will not suck fluid from the reservoir. I blew air through the line and it’s not clogged, Everything worked fine so I took the slave cylinder apart redid the seals because I have a small oil leak coming from that area and I thought maybe it was from the pushrod everything worked fine so I took the slave cylinder apart redid the seals because I have a small oil leak coming from that area and I thought maybe it was from the pushrod. should I fill the slave cylinder with fluid before I connect the banjo bolt and bleed valve?
