Throttle spacers not flush?

I installed the throttle spacers and it seems they don't sit entirely flush. Is that true for everyone? The spacer is a tad bit taller. Doesn't seem to effect anything but I'm curious who else experienced that?

Also, did you all keep the clear plastic circle thing?
 
Mine pushed down fully into place. Yes, I used the plastic ring still. Are you using the DP parts, or one of the aftermarket kits out there?

For the price you pay they should fit perfectly
Just two bits of moulded plastic

I think the clear circle is there for a good reason
I think you should keep it there

BTW I have the same ones from Omaha they fit well
You should return for a replacement
 
I got mine on ebay, when I put them on they went on with a little more force that I has assumed they would need; especially to make them flush. I kept the circle thing..
