Page 50 of the owners manual says:

"The dashboard receives information about the actual vehicle speed (calculated in Km/h) and displays the value increased by 5% and converted in the set unit of measurement (mph or km/h."

So right there Ducati is admitting a 5% built in error. This impacts mileage reading and all trip odmeter and fuel consumption numbers as well.

At 186 the dash displays --- meaning that real world speed is 177. Interesting how that number correlates to a couple of magazine reviews at the bike's press intro at Yas Marina. I wonder if a speedo healer from Healtech will be out any time soon.
 
It is not an error. It is a built in 'adjustment', as is standard for all vehicles and manufacturers.

Do you have a speedo healer on your car or GSXR to correct the variance?
And I'm not talking about correcting any gearing changes you've made.
