Teams that I know who run carbon wheels replace them after any minor incident and after certain mileage. In speaking to them they say it's simply because they can't be sure of fatigue and so they take a "better to be safe than sorry" attitude. This contributes to the cost I guess.
I spoke to several teams last year before I bought my BST's for another bike (track) and none had recorded a failure or had any issues at all.
Loved my BST's, since sold the bike but will probably get a set for my 1199 when $ permit. Sad to hear this as I have nothing but positive things to say about the company and product.
