Why are the U.S. blinkers different?

I have not seen this question yet so i'll ask: Why does the U.S. model use outdated orange bulbs for the rear blinkers and not the LED's that the Euro model uses? I think I do remember reading in one of the magazine reviews that the U.S. DOT requires it which doesn't make sense to me because the LED's are more visible when used. It pisses me off I have to spend more money to upgrade to LED's.

Asked myself the same question when a friend imported a Mercedes and was told that he had to change the halogen bulb setup to a sealed beam configuration which is now almost extinct. That is what you get when the government tells you what is best for you :( no thread jack intended.
 
and why are are there so many cars in the US that use the red break lights as turning signals? spent 6.5 months there and i asked a few people and they never noticed it before. it doesn't cost anything for the auto companies to add 2 extra light bulbs
