I know you're joking, but the unfortunate truth is manufacturers are usually unwilling to make different vehicles for different regions. As far as I can recall, evap canisters are a good example. Unless things have changed in the last few years, California is the only state that requires evap systems on every new vehicle. Because of that one state's requirements, everyone regardless of where they are in the country gets to buy a bike with that retarded ........ installed. Easier to do that than to make a California specific model.
 
California specific emissions has been a thing for years, just not likely in motorcycles as the numbers are smaller.

I disagree with the notion that manufacturers don't make different bikes for different markets. Currently, the Euro 5 bikes are only sold in markets which require it. If you buy a 2021 Panigle in the US, you are not getting a bike with a Euro 5 exhaust.
