It was passed because of injuries to pedestrians. 1000's getting mangled because of the impact height. New Land Rovers have a plastic foam kinda of one now. Passed in 2004, you can get ticketed if you cannot prove it was purchased before then.

Yeah, that's what came to mind. I thought it made sense to just know regardless who has the right of way, car always wins.
