Checking chain tension

If you pull up on the top part of the chain (the part above the swing arm) then measure the slack at the measuring point, it’s roughly 23 - 25mm. I.e. if you measure the slack with the chain completely taut, it’s about 23 - 25mm. I’ve got it set to about 28mm now and it still feels kinda tight. But that’s what the manual says, so I’m sticking with it.

I'd say its unnecessary to really be that precise. The values in the manual are under ideal conditions and real conditions vary, based on multiple factors. A few mm extra slack is safer than a few mm tighter. A lot depends on the gearing, chain wear, rider weight and suspension setup, which all determine the swingarm movement. Sprocket condition is another factor. The front sprocket generally wears out around 16-17k kms, while the rear still has 50% life. So a new drive sprocket means slightly more slack, to let the chain bed in .... its all about real world conditions finally.
