During belt tensioning I removed the clutch cable and my clutch arm snapped out of position, now it only moves outward and im not able to attach clutch cable on it? Is it possible to move it back to place or I have to disassemble clutch cover and also drain all oil?

Put as much slack in the cable as you can. If you still can't get it on remove whatever is holding the end of the cable to the motor/frame, reattach (should be enough slack) and then pull the cable back to the attachment point. Sometimes tywraps are useful here if you need more than 2 hands.
