Originally on my stock 1299s and even my 959 I couldn't feel much difference in the EBC levels. No matter where it was set it would just about slam me into the tank when I let off the throttle. But after installing a Termi and getting a new flash from vcyclenut there is a marked improvement. However, it feels like 1 is the least intrusive and increases as I move the setting up to 3, which is the opposite of how the manual reads.
So does 1 provide the most engine braking, or 3?
 
With the EBC "OFF" there is no electronic intervention, so you'll have maximum engine braking. Turning the system on to level 1, 2 or 3 will give you increasingly more electronic assistance and reduce the effect of engine braking.

EBC Off - Maximum engine brake (No electronic intervention)
EBC 1 - Slightly reduced engine brake (Low electronic intervention)
EBC 2 - Moderate engine brake (Medium electronic intervention)
EBC 3 - Very low engine brake (High electronic intervention)
