Missing Smart EC Fuse

I was recently inspecting my fuses, and notice I was missing the 5 amp fuse in the left fuse box. Except for hard starts, everything appears to be working. The manual indicates this controls the Smart EC. Does anyone know what this controls?

I had a Rexxer flash at my dealer recently and I am wondering if it was removed for that purpose. Any help is appreciated.
