I don't notice any heat from the Pani much. My 07 R1 was super hot by my right ankle. Ride on.
 
I think everyone's experience is going to vary greatly. For me, to say it's an exaggeration or made up is simply not the case. I have what is turning out to be permanent heat rash on my hammy. It's finally going away but whenever I get back on the Panigale it comes back worse than before. It hurts enough to have to stop the ride for a bit. It's obvious to me heat tolerance is going to be different for everyone. It wasn't so bad with the stock heat shield, but I definitely feel more heat radiating from the header with the Akrapovic header/shield.

Check out this sexy limb...that rash is no joke. .... hurts. I guess I'm a puss.

Hot pads tucked up in my boxers seem to be doing the trick. Engine covers remain off.
Try long compression shorts. Having a base layer helped reduce heat exposure on my inner thighs--I tested this using a pair of compression pants I had. I've been having difficulty finding compression shorts with a long inseam that stops right above the knee. Baseball slider shorts (no padding) are another option.
