I put a piece of Pyrogel between the metal and the plastic pans of the heat shield covering the rear header pipe. Brought the temperature of the plastic cover down from 205*F to 175*F, measured after mixed riding on a 86*F day. Got the inspiration from the @kismetcaptain.

Is that enough to offer a meaningful difference to the rider?

Meaningful, yes. Sufficient, well...

It is only one of the several measures I am taking. I also installed the Ducati Spacers insulation kit, got the bike tuned, and bought a spare header pipe which is now at Jet-Hot for ceramic coating, before I wrap it.
