Anyway to keep low and high beams on at same time?

Assuming the S model LEDs, this is probably not a good idea. There are heatsinks on top of the lamp units and these run hot. You might melt something if you run hi/low beam at the same time for any length of time.

As far I can tell there are separate heat sinks for high and low beam lamps so in principal this should be problem, nor the total load which I think runs at about 25% of the equivalent halogen lamps.

No but you can fix that with some little mods. Like i did my bike yesterday with 55w 6000k H11. Both high and low.
