So....this is not nice.
I do believe that the cover is just a transport cover, which is supposed to be removed.
Or shall I say I do hope...?

Realistically, it is not an access panel if I get that right, it is a frame modification to reduce stiffness compared to the other models. So I assume that cover was never intended to be removed. However a proper design with hooks and latches instead of the RTV would’ve been a good idea
 
It is not meant to be removed, yes they could have came up with something better to install it.. My V4R has it just like them all.. I will be doing a proper fix on it when I have time off from Racing.
 
There'll be one in carbon soon and everyone will fit them with mastik without question.
No big deal in the grand scheme of things, though agree its not a pretty fix from the factory.

In the video you can see it has hooks as part of the plastic cover. from what you're saying is it possible the plastic latches wouldn't be enough by themselves because of the flex, heat , vibration , wind , etc etc etc. if that is the case then i wouldn't worry about a little silicone sealer on my frame cover.
