Yes. There will only be a slight loss of fuel, just what is in the hose and connector.

If the fuel pump is off, fuel won't flow from the tank.
 
The pump isn't as fuel-tight as I would have liked. Maybe mine just had bad tolerances but my hoses would definitely just keep slowly leaking if they were below the fuel line in the tank. Fuel peepeed from mine until I stood it up on its tail. It's also a pain in the ass to remove a full tank (by yourself at least) without letting the fuel in the hoses dribbled all over the bike. So siphoning out whatever you can to make the tank light and easier to quickly get off and away is ideal
 
Both my Streetfighter V4 and Panigale V4S do not drip fuel. If the tank was tilted too far forward fuel would run out of the overflow but nothing from the hose. If there's a lot of gas in the tank, I prop up the front so it doesn't hit the overflow.

This was in my old kitchen when I was putting on PPF. The garage was too cold at the time.
