The standard H20 radiator does not come with a provision to keep the fans, but they have a version that they made for the Southeast Asian market that has a provision to keep one of the two fans, make sure you contact Galletto directly and order the one provisioned for the fan, otherwise there is no attachment points for it.

Yes I used Woolich to set the fan temp lower, but later I went with Duessans tune that he can also provision the fan to come on at lower temps.
