I4's turn harder because there's more weight on the front wheel. Watch Toprack's ability in any race to run a tighter line than Bautista. To penalize Ducati with 7 Kg will lower corner speed. The 7 Kg means little when you're on the gas and in the wind. ........ ruling.
If I were ducati I'd fill the front axle with mallory metal, run copper radiators, etc. Concentrate the weight on the front axle. Change the springs, valving to suit and decrease the wings angle relative to the new front weight and get more top end speed. Unfortunately, I suspect there's also a rule against clever engineering here.
