I do know that the Department of Public Safety officers (highway patrol in Texas) have a contact quota. It doesn't have to be a ticket, but they are required to have a certain number of contacts. That's why they give written warnings for 1 mph over the limit. And, their contact quota goes for 3 months instead of daily. That way they are not out there trying to bust their ..... everyday.

Pulling ANYONE over for a Motor Vehicle violation is simply called PC that hopefully turns a traffic stop into something bigger! From a simple suspended license, outstanding warrant, narcotics violation or ANYTHING more that the reasonable suspicion = rear tail light out, window tint, speeding, or even those little scented Christmas trees hanging from the rear view mirror.
It's all about the bigger picture people. You can find a million reasons to stop a vehicle and not care less about ANY of them when you'reon the scent of turning it into a bigger issue. THAT IS THE NAME OF THE GAME FOLKS! -----PC , PC, PC !!
