Bracket . I'm sure where the two holes are bolts to your rear brake master cylinder which is connected to the rear sets from memory then the other part to your heat shield .

But why is coming with exhaust heatshield and cylinder head covers
( new model)? No need .. (Maybe need with full termis?)

yep its a another bracket to secure the new heat shield for the standard header, its does as you say fit to the heel plate!!!
