I doubt that is the aim of the DOGE, and USAID will continue under another guise. If by weaken, you mean consolidate the empire then yes but presently the the waning hegemon sees war as it's only recourse to continuing prosperity for the elite classes.
As Alexis de Tocqueville foresaw in the 1830s, American democracy would inevitably lead to a massive permanent state, impervious to the will of the people:
