Yes, charcoal canister removal ended my bike stalling, especially while under load. There is also a really good YouTube video that really assisted me in a successful execution. Just make sure to trace the hoses to ensure you’re capping the proper hose.

I read through most of the 13 pages from this thread but didn’t see anything mentioning difficulties on cold starts. Does this modification only help with hot starts or will it help with cold starts too? My 1199 can take up to 6 or 7 seconds to start and will die out occasionally.

Hot starts only. If you have an 1199 given that bikes age, I'd consider looking at a battery replacement if cold starts are an issue.

Being a lazy engineer, what issues may arise, if I just remove and plug the vacuum hose also plug the cannister nipple for the vacuum line, and then leave the gas tank vent line connected to the cannister and let it be the overflow line?

Easy to remove. I was experiencing the bike cutting out while hot, just full-on die. On the hwy and hot, die. No one could give me any resolve. By the grace of God met another gent at a Ducati group meet up and advised me of the charcoal canister, that is required for US bikes. Via Youtube university, I as able to remove it and never experienced the bike dying again. It was pretty easy with Youtube, but you will want to make sure you are aware of the hoses and which ones are which. From what I remember, the 2 hoses kind of cross and such, so just make sure to follow them.
