You're entitled to your opinion as misguided as it is. This guy has given scarce details about how the whole situation unfolded. For all we know this guy stole some bike and wants help starting it .... that and .... you right back
If this was a 100% "legitimate" purchase everyone knows there's is zero need to ever remove the ignition on a Ducati. You can take the vin to any dealership with your registration and you'll have a key from Ducati direct in less than a week. This isn't some Honda where you can run it keyless. Nobody is operating legitimately when pulling the ignition from a Ducati. If they were they'd go to a dealership for resolution not post on some forum for a way to start the bike.
Not sure about the dealer at your location, but I did lost my 2 keys on my 2016 1299S. Called the dealer where I bought it New from 3 months ago, and even with my VIN, the key code, they still said I need new keys, new ignition, new dash, reprogram ECU, new tank cap, new seat lock.
