Did you read any reviews that weren't written by, or quoting the company trying to sell the more expensive item?
Good point on the marketing aspect, however as I stated, I ran an R&D facility which housed a dynojet dynamometer - hence I tested many bikes! Short of a 2-stroke, I cannot recall a single one wherein the full system did not create more power in (practically) all areas of the power band. Usually slip ons did nothing but add a couple hp at top.
And in that position I also had the enjoyment of working with many magazine and marketing professionals - and while they were good at leaving negative details out of ads pertaining to products/companies for which they had loyalty to, I cannot think of a single time that they made up results - especially something like stating a 15% power increase where there is none! One thing magazines are paranoid about keeping their credibility.
--- Note, I say practically because you will notice on most 4 cylinder in-line motorcycle engines there is an exhaust valve located in the collector aft of the headers - this is there to attempt to smooth out the torque dip which occurs at around 5K - Yamaha is known for this occurrence. They call it the "Exup" valve. Putting a full system on an R1 will ultimately yield a little dip in torque at or around 5K. Otherwise, full system makes more power everywhere!!!!
