Likely wrong but I thought they were to create turbulence and upset the aero of bike in the slipstream behind.

I've heard both. Actually they are to stop turbulence to create "clean air" & kill the slipstream for the rider behind so drafting is less effective. Also to make down-force on the rear, leaned.
But you can only know that if you are a pro racer, or real bob big bollox. Some GP riders seem to like it. Probably just Dumbo feathers painted red so they go faster! Now everyone wants one!

True story. Once I had a party at my loft in San Francisco. The only drink offered were vespers & in abundance as it was at the release date of Casino Royal in theatres.
Somehow the evening broke out into chocolate mud wrestling, on a volunteer bases,
noting the effectiveness of the drink.
Costumes and chocolate required some preparation. 😂

😂 I ran into Davide Tardozzi a couple of times at the track. Once he was alone looking pensive on the pitwall while DRE was testing '22 Panigale. I'd just come off the track so I walked up and said, "Ciao Davide, che bello di vidervi! (handshake) Senti, ho qualche idee per migliorare il Panigale..."

I remember on a ducati day at Donington in around 2016 we had a Q and A with ducati UK and their special guest was Ernesto Marinello.

We kept quizzing him as to when or if a V4 was going to happen, which he squirmed and denied!

I’m pretty sure the essentially vertical winglets on the rear cowl is their attempt to stabilize the rear of the bike when at maximum braking and the rear is lifting and trying to step out sideways. I don’t see any other viable purpose.
 
They must do something. As soon as they appeared on the Ducati bikes they were on all the other ones within a week or so.
 
The winglets are not doing much but they are doing something, rider feedback is saying they dont notice anything but the engineers must see something in the data (or its a ruse!). The tricky bit is that its part of a dynamic system, so where and how the forces are created is a good question. If you think of the foils as device to create low pressure areas, with the bike being sucked towards the low pressure side it gets less murky. These stego fins appear to cancel each other out except if you think about it as they move horizontal over 45 degrees there is more downwards force than lifting force. The top fin creates a sideways force whos energy may be absorbed by the suspension, tire and TC so the net effect is more downforce from the horizontal fin, as VB says the rider is creating a disturbed airflow, how and where its reattached is windtunnel material. Notice that the GP22 has a narrow tail section compared to a Pani, but the Pani's tail is vented which btw is not just for looks.

What is the vented tail benefit?
 
My theory is less disturbed air, so less drag. The Pani tail is wide, so apart from a styling aesthetic, its help to lessen the low pressure area that forms behind the tail section.

Ducati has messed with this idea for a long time. Starting in the early D16s (Capirossi - Stoner days) had the exhaust port, right behind pilot's ass dumping high pressure exactly into the drag balloon.
But, omg that is freaking loud and hot. I can't imagine it was too popular but it stayed for a few seasons.

I sat on one of these D16s with race exhaust at Laguna once, fuckme it was loud. It'd take your hat off if you leaned back into it. Nuts.
