Just my .02 I have had my cam cover screws untorque many times now. I think Ducati should fix it, but that may or may not happen as quickly as we would like. My suggestion is to get a real good loctite like you said, or maybe even safety wire them in. Also, just something I have noticed, it hasn't happened when the bike runs in the cold. Not to bring up HEAT again, but, in this sense I think it is relevant. We know that the cam cover becomes so hot that Ducati has had to make a cover, for the cover... well... what happens when you want a bolt out of something? you hit it with a torch right? give it some heat. So, like I said, I haven't had mine leak during the cold season (I live in Michigan) but is very common during the summertime for it to untorque the cam cover bolts on regularly about every month. So:

1. Check these bolts the same frequency as you check your oil
2. Loctite or safety wire them in. Not very good design to safety wire these specific bolts, but if you can make it work, great.
